D.T. “Rusty” Russell is the owner of Signal 10 Consulting LLC. The mission of Signal 10 Consulting is to offer law enforcement, governmental agencies, and corporate partners proven solutions to address vehicle crimes.
Prior to forming Signal 10 Consulting Mr. Russell spent fourteen years as the Director of Operations-Vehicles with the National Insurance Crime Bureau (NICB) where he coordinated all vehicle, marine, and specialized equipment investigative programs of the NICB both nationally and internationally. As Director of Operations-Vehicles Mr. Russell was instrumental in the development of NICB’s LPR Program, Specialized Equipment Program, Berla Program, and their Crash Data Retrieval Program. Mr. Russell advanced NICB relationships with manufacturers such as Caterpillar, Ford, and GM; strengthened strategic partnerships with the National Automotive Service Task Force, the Automotive Information Sharing & Analysis Center, and the Automotive Anti-Counterfeiting Coalition. He also advanced NICB’s role within law enforcement organizations such as the International Association of Auto Theft Investigators, the International Association of Chiefs of Police, and the International Association of Marine Investigators.
Prior to joining NICB, Mr. Russell retired from the Saint Lucie County Sheriff’s Office. Early in his law enforcement career Mr. Russell found a passion for policing the unincorporated, rural, agricultural community of Saint Lucie County. Having spent countless hours of his childhood with his father, who worked in ranching and construction, Mr. Russell’s insider knowledge of those industries proved invaluable. His background served as the catalyst for a five-year assignment in a specialized patrol unit. During that time Mr. Russell honed his investigative skills and developed an expertise in farm and construction equipmenttheft investigations. He discovered the foundation to success was his ability to build strong relationships within the community and he was known for doing community problem-oriented policing before such a program existed. His exceptional work led to a promotion to detective.
Mr. Russell spent the last fourteen years of his law enforcement career assigned to the auto-theft division where he was responsible for all commercial, construction, and marine theft investigations. He oversaw a team of auto theft detectives, was assigned to a Statewide Task Force, and was responsible for establishing proactive programs such as the Agency’s first bait program (car, semi-truck/trailer, ATV, and boat), the first license plate reader program, and the first cargo theft program. Mr. Russell’s investigative experience includes both person and property crimes with specializations in auto theft, heavy equipment theft, commercial motor vehicle theft, cargo theft, as well as arson investigations, environmental crimes, and agricultural crimes. Mr. Russell was certified by the Florida Department of Law Enforcement as a Field Training Officer and Law Enforcement Instructor. He was also a licensed, accredited, all-lines claims adjuster in Florida.
During his thirty-eight-year criminal justice career Mr. Russell has accumulated hundreds of hours of advanced training and holds advanced level certifications for Vehicle Theft Investigations, Fire & Arson Investigations, Environmental Investigations, and Animal Cruelty Investigations to name just a few. He has taught a variety of advanced-level criminal justice classes at local and state law enforcement academies, law enforcement association conferences, and trade organization conferences. Mr. Russell has authored articles that have been featured in trade publications and magazines. In addition, his work has led to recognition by both his criminal justice peers and those outside law enforcement on the local, state, and national level. Mr. Russell has been the recipient of multiple awards ranging from Investigator of the Yearto a Life-Saving Award when he helped prevent a suicidal individual from jumping off a bridge.
Mr. Russell has served as the Past-President of the Florida Agricultural Crimes Intelligence Unit, Past-President of the Southeast Chapter of the International Association of Auto Theft Investigators, Past-President of the International Association of Marine Investigators, and Director with the Florida Auto Theft Intelligence Unit. Mr. Russell has previously chaired both the Heavy Equipment Committee and the Marine Theft Committee of the International Association of Auto Theft Investigators. Mr. Russell is currently a member of the International Association of Chiefs of Police Vehicle Crimes Committee and is currently the 2nd Vice President of the International Association of Auto Theft Investigators.
Mr. Russell holds a Bachelor of Arts in Criminal Justice from Ashford University and an Associate of Arts from Indian River State College.
Mr. Russell is married and has one daughter. He credits success to his wife, Shannon, and her willingness to ensure he had the opportunity to grow. Mr. Russell says there is one simple truth; investing in yourself is an investment in your family’s future!
